Commerce Development Research Institute (CDRI) was established in December 2007, and positioned as National Level Services Research Think-tank. CDRI’s establishment was based on the major objective of “Setting up the benchmark for the service sector by creating high-quality, high added-value innovation capabilities in the services industry development, integrating resources to accelerate its knowledge accumulation and elevate its international competitiveness.“, which was the concurrences of the “National Commerce Development Conference” and the “2006 Taiwan sustainable economic growth and development conference”, as well as that of the “Guidelines and Action Plans for Service Industry Development” , approved by the Executive Yuan in 2004.

With the trend of Taiwan Services developing towards “product sophistication” ,“division specialization”, ”management innovation” and “globalization”, CDRI has been following three main axis: forward-thinking, innovating, internationalizing, for the purposes of creating blue sea in the service sector by playing the role as a platform of knowledge exchange for the government, the local industry, the academia, and research institutes; additionally, bringing in powerful resources and connections to provide suggestions to the Government as references for decision making, as well as to offer total solutions to private enterprises.
