Remember 815 & Six Distributed Energy Reasons

Commerce Development Research Institute (CDRI), Chairman of the Board, Mr. Tain-Tsair Hsu stated that Taiwan should ensure not to repeat this year’s blackout on August 15th, and need to decentralize the “smart micro energy storage system” which is considered feasible immediately by the preliminary investigation think tank from CDRI in order to successfully transform the basic infrastructure project to long-term energy.

This year’s blackout on August 15th has shown that Taiwan's traditional energy structure and power grid system are at risk. President Tsai announced that the "reserve capacity rate" would need to be restored back to 15% next year. Regardless of whether it could be achieved as scheduled, it is necessary to ensure the “reserve capacity rate” is above 7% in "green light" but still full of uncertainty. The only viable short term option is the development of the concept on "decentralized energy" and the "smart energy storage microgrid system" with the "peak shaving" function. The six reasons are as follows:

    1. For Taiwan Power Company, in the implementation of the current group of representatives of aggregators or demand pricing and other measures and storage of cold air-conditioning concessions should also be open to the "lighting customers" for use.

     2. The initial estimation of the "table lights level three" use of the valuation, has been able to meet the potential energy storage system investment rate of IRR 10% of the possibility of investment, has reached open public investment profits incentives.

     3. The cost of the battery price is not more than 300 US dollars per degree, the brand if the 0.2C ~ 2C charge and discharge optional, with planning a daily charge and discharge, can be of the 10000 to 3000 times after charging, still maintain more than 90% of the charge and discharge capacity, and the battery can maintain a 10-year service life.

     4. The "815" blackout of the total capacity of 3.17% of the relevant power supply situation as an example of the analysis, the use of decentralized smaller energy storage cabinets, planning 3.17% transfer capacity from the "virtual power plant" to reduce (Including 4.63GWH) system equipment: including battery pack, inverter, network communication module, etc., and related system operation (including 4.63GWH) system equipment: including battery pack, inverter, network communication module, etc., and related system operation management talent technology, including real-time data distribution service control (real time data distribution service), etc., in the country within a year to reach the target of the possible supply of energy has been fine. We recommend that initial system users begin with these services sector, such as large stores, department stores, supermarkets, hypermarkets, institutions and residential buildings.

     5. Renewable energy power generation, whether self-use or through the feeder into the grid are required to "energy storage system" as the foundation to overcome its power supply system instability, extreme weather, other external factors of interference.

     6. According to the successful development of green experience in Germany, the need of "policy clear, open market, citizen participation" together are indispensable. For Taiwan, we shall continue to learn and improve the success of these three elements, especially the system data management.

Above reasons, we need to pay attention to its relevant units in the government without delay. CDRI is also ready to contribute domestic and foreign related technology, other think tanks and industry participants whose willing to participate in the shortest possible time or hosting the "battery, energy storage cabinet, smart microgrid" forum and expo, with open discussion of related technologies, supply chain with business model, and to provide the relevant hardware and software manufacturing or suppliers to do physical equipment and management technology exhibitions.
