Commerce Development Research Institute (referred to as "CDRI") by the Ministry of Economic Affairs commissioned the implementation of the "Emerging Technology Business Application Experience Environment Promotion Plan", the continuation of the establishment of the exchange in the past, a new science and technology program - International Exchange Forum held at NTUH International Convention Center, industry experts from Hong Kong , Singapore, Malaysia to share the emerging technology industry, to promote domestic and international cross-border global experiences.

CDRI, Chairman of the Board, Tain-Tsair Hsu, pointed out that the Taiwan service industry after year of 2000 has slowdown and this is a serious situation, while the international market has lost its business model, a popularized business model with no innovation means falling behind, that’s why CDRI plays the role of integrated platform to absorb energy and resources of innovation and progress, to provide to the industry to be applied.
Chairman Hsu further pointed out that for the government is now active on New Southbound Policy, group cooperation is very important, the development of the mainland China market from the past, if the "western market" is not organized, will eventually got "sucked in" and swallowed; as the New Southbound Policy has turn the Southeast market developing rapidly and highly competitive, it is indeed hard to get into it. Therefore, the government should help the domestic industry to enhance itself and can compete outside.
